More information about the environment might help, but this gets my initial guess: this laptop has multiple nics installed (e.g. virtualbox) and it's preventing the popup from working as it does on the majority of machines, where multiple nics are not installed.
If this guess is right, here's the fix.
I would check the firewall that should open to the laptop's wireless network (port 28201/28203). Or make sure the laptop connects to your "allowed" network.
We've seen issues on Windows 10 with users who are installing over an old print package and for users with Webroot AV installed. We've removed Webroot in those cases. For other AVs, we've seen some with Application filters that, when disabled, allow the Popup to come through.
