Global Authorization with BluePrint Enterprise 5.1 Service pack 3.1

I have a Global End user that is located in 2 countries. When he authanicated his badge it was done here in the US. He also uses his badge when he sits in Germany. When he used his badge in US the process for signing into printers was within the 6- 8 seconds before he could select his jobs. When he sits in Germany it takes between 10 -30 seconds before he can select his jobs. The other people that sit in German don't have the issue. Nor have I seen any other countries have this issue yet. What can be done to fix this issue ? They gave me 24 hours to come up with a plan of action. I need thoughts and ideas to solve this issue. ( the client having the issue is the International Global Leader for Secure Print ) so this is a huge deal. Thank you.
