Popup crash with multiple network cards

My institution outfitted PCs in a small lab with additional network cards: each PC connects to the network, but also to an internal classroom-only network, for learning how to program logic controllers.  Reportedly, since the second network card was added, PCs cannot print.

I noted that popupcli.exe crashes immediately on launch, without even displaying a window.  More confusingly, when I disable the classroom-only network card and try printing again, the pop-up client launches and runs as usual.

I find no Windows events corresponding to the crash of popupcli.exe.  I also verified that the client package installer was generated after the upgrade to V9R2.
