It's the subsystem that periodically tests Blueprint and writes the results to the messages you see in the Administrator and logs.
i.e. The messages you see in the Administrator (and the log files) come from the Health Monitoring Task.
As you've discovered, the Health Monitoring Task also writes the results to Windows Events.
Specifically: when a Health Test Fails a Windows Event will be raised, but only when the first failure occurs.
- If test is passing, Windows event will NOT be created.
- If a test fails, and previous test was a success, a Windows Event WILL be created.
- If a test fails, and previous test was also a failure, Windows event will NOT be created.

You can set it in the Administrator -> Dashboard -> Health Settings -> Check System Health Every
It defaults to 24 hours.
