Allow Through the Firewall

I am using Pharos 8.3 with some Macs that are in public areas. Popup 8.0 is installed along with a package for a local printer. Each time a new user logs into a Mac, they receive a notification prompt, asking them to let through the firewall. User profiles are deleted after the user logs off, each login is a new login, which produces this prompt. When I installed the software, as an admin, I was also asked about letting through the firewall, and I did. Why does OS X keep prompting me to let it in? Normal users cannot let it in because they lack administrative credentials. How can I let the application through the firewall once an for all?
