Configuring Web Release

I've been trying to modify the web presentation of our web release / mobile print sites.  We don't want to allow folks to actually send jobs from their mobile devices, but we do want them to be able to upload documents.  The primary web interface allows this as does the apple based mobile configuration.  On android or other devices however it defaults to the mobile site and only supports releasing jobs (which for us has no use).


I've been trying to find where the browser or object detection is done so that I can modify it.  I'd like it to default to the main "desktop site" regardless of the device browsing (unless it's an apple in which case that UI can be used).  I see the different site html files so I can modify those to meet my needs, but what I can't find is the actual 'root' page or script that makes the determination of which 'page' the client loads.  Essentially I only want it to go to the mobile.html page if it's an apple and will utilize that layout.  Any help?
